EV training is a method to make your Pokemon stronger.It is best to ev train your Pokemon at level 1 because when you Pokemon completed it's 510EVs,you can relax and battle any other Pokemon to level up your Pokemon without worrying that it might hit the wrong Pokemon in a battle.
You should also keep a record of the Pokemon you battled so you'll know what EVs your Pokemon gained.To know if your Pokemon have it's full 510 EVs in your Pokemon Diamond/Pearl game,you can visit the lady in the Sunyshore Market.She will reward your Pokemon an effort ribbon if your Pokemon have 510 EVs.
EVs can also be called effort values,but some people like to say EVs for short.
If you ever battled and beat a Pokemon in battle which you did not wanted to gain the effort value[s] from that Pokemon,then you can reduce your EVs using some special berries.

#21 Pomeg Berry - HP
#22 Kelpsy Berry - Attack
#23 Qualot Berry - Defense
#24 Hondew Berry - Special Attack
#25 Grepa Berry - Special Defense
#26 Tamato Berry - Speed

Using 11 of the berries on one stat would reduce all of the EVs [255EVs] in a Pokemon's stat if you are unsure of what EVs your Pokemon have.

There are some vitamins that allows your Pokemon to gain 10 EVs.Below you'll see a list of those vitamins:

HP Up -10 HP EVs
Protein -10 Attack EVs
Iron -10 Defense EVs
Calcium-10 Special Attack EVs
Zinc -10 Special Defense EVs
Carbos -10 Speed EVs

Now,let's see the power items that Pokemon hold to gain EVs while beating wild Pokemon.

Power Weight - HP
Power Bracer - Attack
Power Belt - Defense
Power Lens - Special Attack
Power Band - Special Defense
Power Anklet - Speed

There is also one power item that allows the Pokemon to gain any effort value that the wild Pokemon emits.

It's called the Macho Brace.

The Macho Brace is an item that gains you double the EVs you get when you defeat a wild Pokemon in battle.

Example:

You are holding the macho brace and you defeated a Starly which would normally give you 1 EV in speed,now you get 2 EVs instead of 1 EV.But the only problem is that it cuts your speed stat while battling.

{Note: It does not cut your EVs in speed.It only reduces your speed stat in battle,then your Pokemon will regain it's speed.}

Let's talk a little about the experience share {Exp Share} before we start talking about the Power Items...

The Experience share gives the Pokemon holding it : Exp and EVs [depends on the Pokemon you are fighting against],but,it doesn't give the same amount of EVs if the fighting Pokemon is holding a power item.
Example:
A Yanmega goes into battle.It is holding a power item and it battles a "1 EV worth" Pokemon.The Pokemon in your party is holding the Exp Share,and the Pokemon in battle defeats the "1 EV worth" Pokemon.The Pokemon holding the power item gains more EVs while the Pokemon holding the Exp Share gains the normal amount of EVs,because it's not holding a power item,[it can only hold 1 item,which is the Exp Share]

Now,since we got that out of the way,let's start talking about the Power Items...

As you know,this is the list of the power items and the stat they doubles effort values:

Power Weight - HP
Power Bracer - Attack
Power Belt - Defense
Power Lens - Special Attack
Power Band - Special Defense
Power Anklet - Speed

You can double the EVs when you hold this item while battling wild Pokemon and defeating them.
Example:
You are battling a wild Starly[1EV point in speed] and you are holding the Power Anklet[which ups speed EVs] on your Pokemon.You defeated the starly and instead of gaining 1 EV point for speed,you would gain 2 EV points.

Now,let's talk about Pokerus.

Pokerus,a very nice virus for a Pokemon.It doubles the amount of EVs gained in battle by a Pokemon.It is very hard to get if none of your Pokemon has it,but it is very easy to spread if you have one in your party and Pokemon without Pokerus in your party.You can take advantage of Pokerus to gain extra EVs.
Example:
Get a Pokemon that has Pokerus,and let it hold a power item,and go battle a wild Pokemon.I would use some examples of a fight:
Yanmega has Pokerus and holds the Power Lens[power item for SP ATK] and battles a wild Gastly,[Gastly is worth 1 EV for SP ATK].If Yanmega defeats the Gastly,Yanmega would gain 1 EV for defeating Gastly,but it would be doubled because of Pokerus,so it would be 2 EVs gained.And because of the power item,yanmega would gain double the EVs gained when the power item EVs are calculated,so it would be 2 EVs gained[the power item],but because of Pokerus,that would be doubled,so Yanmega gains 4 extra EVs.So,in total,Yanmega gains 6 EVs for defeating one Pokemon that is worth 1 EV [2+4=6].

Pokerus does not double your Pokemon's EVs if you use HP Up, Protein, Iron, Calcium, Zinc and Carbos.

Now,here's a little advice when your EV training:

[1]A Pokemon worth 2 EVs was killed by a Pokemon that is holding a Power Item and has Pokerus would have to kill that Pokemon 21 times to gain 252 EVs in the stat.eg.2[2+4] = 4+8 =12 EVs
[2]A Pokemon which is worth 1 EV and all the above would have to kill the Pokemon 42 times to gain 252 EVs in that stat.eg. 2[1+2]= 2+4=6.
[3]A Pokemon which is worth 3 EVs and all the above would have to kill the Pokemon 14 times to gain 252 EVs in that stat.
eg. 2[3+6] = 6+12=18.
This is an example of working out stats...
[1] Pokerus>>> 2[2+4] 2 is normal EVs gained.
4 is Power Item boost.
Also,if you want to have the perfect Pokemon,you'll need the right nature depending on what stat you would like to raise.Natures are the mood of Pokemon.They affect how good a Pokemon's stat is.One stat will gain and the other will lose.Here is a list of Pokemon natures on what affect what's Pokemon stat.

Gastly, Haunter and Gengar. Gengar has a 4% chance of appearing in the rightmost room on the second floor if either FireRed, LeafGreen, Ruby, Sapphire or Emerald GBA games are inserted into your DS.
Gastly emits 1 special attack EV each, Haunter emits 2 special attack EVs each and Gengar emits 3 special attack EVs each.

To gain the two stats at the same time,battle an Unown to gain 1 ATK EV and 1 SP ATK EV.

Tentacool and Tentacruel. Run from any other pokemon that may appear here.
Tentacool emits 1 special defense EV and Tentacruel emits 2 special defense EVs.
