You have to kill 42 Magikarps to get 252 Speed EVs if you have PokeRust and the Power item.

yeah i have pokerus and macho brace.my Jolteon is like level 23

Make sure it has no EVs in it then start EV training.

You should use the EV reducing berries to take down the EVs then start EV training your pokemon
