Lucas(the guy outside Prof. Rowan's lab) says about Dialga and Palkia being at spear pillar and you need the orbs to capture them.
So do i just go up and get the orbs and capture them or do i need the national dex?

Correction:
First, you MUST beat the Sunyshore Gym. Then, go up to Mt. Coronet (B4) and scale the waterfall. You will find 2 items: the Lustrous and Adamant Orb. After beating the Elite 4, head up to the Spear Pillar to catch these 2 fabled pokemon. They are at Level 70.
